If I remember correctly, completing episodes 1 & 2 of “Legacy of Krypton” gives you that reward.
as of jan 22 20012, the speeding bullet collection does not spawn in the posted location. cant find it anywhere
found it, it spawns in a building identical to it, about 4 blocks down from where listed on map screenshot (villain btw)

I actually found it where the picture showed it to be. Not sure if it was updated but that location is accurate.
#4 is Downtown. Map wouldn’t enlarge so couldn’t see it. Spent a while looking for those buildings. 😛
